President of the Zamboanga-Basilan Integrated Development Alliance, Inc., Fr Angel Calvo gave an opening message followed by the general overview of the forum background provided by Prof. Reydan Lacson of IAG.

The resource speakers centered their discussion on federalism, charter change and Bangsamoro autonomy. 
Prof. Ramon Casiple of the Institute of Political and Electoral Reforms (IPER) informed the participants on the current take on the national political discourses - Federalism, Charter Change, Regional Inter-state relations.

On one hand, Atty Randolph Parcasio of the Constitutional Commission 2018 digested the fine lines of the Bangsamoro Autonomy and the Federalism Agenda vis-à-vis to the proposed federal constitution drafted by the 19 appointed members of the consultative committee on amending the 1987 Constitution.

While Commissioner Jose Lorena of the Bangsamoro Transition enlightened the participants on the Bangsamoro Organic Law provisions on Normalization and Intergovernmental Relations.

The forum is organized by the Institute for Autonomy and Governance, through the Enpold Bangsamoro project, and co-organized by the Zamboanga-Basilan Integrated Development Alliance, Inc., Ateneo de Zamboanga University and Western Mindanao State University.
