The one-day workshop was chaired by ICCIP Cong. Nancy Alaan Catamco alongside Chairperson of Committee on Peace, Reconciliation and Unity, Ruby Sahali, 1st Dist.

Congressman of Zamboanga Sibugay Cong. Wilter “Sharky” Palma II, ANAC-IP Partylist Representative Cong. Jose Panganiban Jr., IAG Executive Director Atty. Benedicto Bacani, and IPPP Chairman Atty. Reuben Lingating. During the workshop, the panel discussed point-by-point some contentious provisions of the new BBL concerning the IPs’ “four bundle of rights” that consist of the right to govern their ancestral land, right to governance, right to economic development, and right to integrity and justice system.

Under the new BBL, Cong. Catamco said they want the rights of the IPs within the Bangsamoro to be protected and recognized in accordance with their customary laws and cultural practices.


Ghadzali Jaafar, Chairperson of the BTC and MILF Vice-Chairman for Political Affairs, also reassured that once the passage of the BBL, no one under the Bangsamoro will get left behind.

“I assure you, prinsipyo naming walang iwanan,” said Jaafar.


The outcome of the activity will be brought by the Committee on Indigenous Cultural Communities and Indigenous Peoples to the halls of Congress and presented during the deliberations in the Committees of Local Government, Muslim Affairs, and Peace, Unity and Reconciliation.
